COSA Clutch Question

Hi All,
Purchased a "serviceable" Cosa clutch with "good plates and corks" off a scooterist on one of the FB pages. Had to wait for the wife to go back to the UK to collect and eventually opened it up to find it had had a hard life, with signs of heat and look at the wear.......

Anyway, that's not my question, the 2nd to last plate does not have the two notches in them like this....

What is the purpose of the notches is it for oil flow, I know when building up the clutch its the second one you put in?

i'm pretty sure the steel with the notches in is slightly bowed to stop the plates "rattling" when the clutch is pulled in
if the clutch drags it can sometimes help by replacing that plate with a "standard" one
