scooter revs when stood at lights.

You only notice it when you come to a stop and have no load on the engine - hence the increase in revs.
Did you have to do that?

Update:

I have now been given this scooter to fix :lol:
As Chris said carb/manifold all looks good.

My first observations were that the fuel pipe internal bore is smaller than internal of the tap/carb inlet and the fuel tap when run straight out not through the carb delivers 1 pint in 2.23 minutes :shock:

I did whip the flywheel off and the seal is fitted the correct way around,and not leaking.

Wll sort fuel delivery and see how it goes.

Standard fast flow fitted,
1 pint in 38 seconds :-)
